The disturbances force to suspend the pension reform in Argentina

THE CONGRESS DEBATED THE MOST IMPORTANT AND CONTROVERSIAL LEGISLATIVE CHANGE OF PRESIDENT MACRI

Argentina  returns to one of its most ingrained traditions: the street commands politics. The tension surrounding the pension reform, the most important and controversial of those that Mauricio Macri has promoted so far ,  it caused enormous disturbances in front of the Congress and a huge row inside the chamber that forced to suspend the session. Macri had the votes to carry out the reform, but the combination of images of strong violence in the streets, with shots of rubber balls and tear gas, and the shoves and shouts in Congress forced an unexpected defeat of the Government, which now Evaluate your response. The possibility of resolving the problem by decree was on the table, but it could pose even greater tension and serious problems within Cambiemos, the ruling coalition.

The month of December, in the austral summer before the holidays, is the historic moment of social tension in Argentina. In this month there was the 2001 crisis,  when at the cry of "everyone go away" and in the corralito there were five different presidents in two weeks and 38 dead in the streets. This month of December of 2017, very different from that one, Macri is not even close to suffering a similar crisis, on the contrary, he  has more and more political support,  but the tension has exploded as he had never done in his two years in office and not even the 3,000 police who deployed to shield the Congress could prevent that temporary political defeat that involves suspending the session.

The discussion of the pension reform ended in serious incidents around the Congress that left injured not only among the demonstrators but even among opposition deputies who had come to show solidarity with them. The police charges did not distinguish and even some parliamentarians were taken away. At least two were treated in the infirmary of Congress, something unprecedented.

The government tried to calm things down, but the repression and the firing of rubber balls continued while Marcos Peña, Macri's right hand, was already talking in the afternoon. "Some opposition deputies have become piqueteros in the precinct, they have come to propose aggression to the president of the Chamber, they have not allowed to debate because they know they represent a minority, so they opted for violence. The minority have to act with dignity, sit down and debate, and lose. The social peace is absolutely guaranteed, they are minority groups. We can not compare with 2001, with deep crises of legitimacy, "said Peña.

The opposition was outraged. "The Argentine people have had a hard time living in a democracy and today all the rules of coexistence are violated and this military operation is done that I, who have more than 50 years of public life, have never seen: a Parliament taken, the Senate closed and the Congress full of intelligence agents taking pictures inside ", sentenced José Luis Gioja, president of the Justicialist Party.

At the most tense moment of the day, the opposition demanded that the session be suspended in the face of the incidents that were taking place outside. At a particularly dramatic moment the left deputy  Victoria Donda, daughter of the disappeared stolen from her parents as soon as she was born in captivity at the ESMA,  with her leg in plaster due to a blow received in another police charge the previous day, asked the president, Emilio Monzó , that will stop the works. But the president, a man of confidence from Macri, resisted because he thought he had the 129 necessary deputies, some of them Peronists. Some Kirchner parliamentarians approached his table and began pushing to try to prevent the session could be opened. They even hit him in the microphone.

The television screens across the country split in two: on one side the pitched battle between the police and the protesters; in another, the war with pushes and shouts in Congress to stop the key session in which the reform should be approved. This supposes an adjustment in the pensions although nobody is clear of what dimensions, because it depends a lot on the inflation, always unpredictable in the country with the most uncontrolled economy of America after the chaotic Venezuela.

The opposition parliamentarians insisted that a session could not be started while there were some deputies wounded by police charges who could not attend. "They are back here," argued Monzó, referring to the room that adjoins the site. All in the middle of a huge chaos that reminded other Argentine times. Finally, Monzó surrendered and after a request from  the government deputy Elisa Carrió decided to adjourn the session. "We're going to win the vote, it will be this week or the next, do not scare people anymore," she shouted.

Later, Carrió also criticized the magnitude of the Gendarmerie operation organized by the Security Minister, Patricia Bullrich. "You do not need so many gendarmes, the minister has to stop. It is not necessary to make so much ostentation of the force, it is not good, "he said.

Electoral support

Despite this failure, the political reality is that Macri lived a sweet moment. He just won the legislative elections and although still a minority in Congress, had the support of several Peronist governors with whom he  had negotiated support for this law in exchange for other measures that support their regions.  The paradox is that Macri controls the Parliament more than ever but it seems that the Kirchner opposition and some key unions have decided to take to the streets. And there they have managed to twist his arm, at least for the moment. Some leaders pressured Macri to give a coup d'état and approve the reform by decree, but that would have many costs. Carrió, a key ally of Macri, threatened on social networks to break that link if there was a decree.
The macristas were very upset. "They voted to us to discuss here sitting and asking for the word, the screams and the patoterismo are not democratic", bellowed the macrista Nicolás Massot. But it was almost impossible to hear him among the scandal that his colleagues generated. On Tuesday, in the committee prior to this plenary session, they ended up punching and screaming. But the tension went up and more than 3,000 policemen armored the Congress today to prevent the demonstrators from approaching. Images of gas masks and trucks with water jets that had not seen in the last 15 years in Argentina returned.
"This project harms the retirees, they do not have the numbers, they do not continue to be embarrassed," said Graciela Camaño, an opposition Peronist. "Enough of democratic shame, let the session be lifted," shouted another Peronist while several sang the hymn. From the inside you could hear the shots of the police shotguns throwing rubber balls at the protesters, something unprecedented in other countries but which in Argentina has happened many times in the past. And they arrive just hours after the WTO summit ends , the international launch of Macri, in which he wanted to demonstrate the return of Argentina to the world.
The neighborhood of Congress seemed like a zone in conflict. The 3,000 agents are almost triple the amount laid down for a River-Boca. You could not see a similar deployment since the state of siege of December 2001. From the square flew stones and rods that are used to brandish flags, converted into spears. On the other side, the police responded with tear gas and rubber bullets. The police did not give official numbers of wounded, but they counted by tens. Many of them journalists, such as the graphic reporter of the newspaper  Página 12 , Pablo Piovano, and the journalist Federico Huscarriaga, both with shots of rubber bullets. The scandal was such that  some relatives of the ARA divers San Juanwho had been invited to witness the debate were also beaten by the police while trying to enter.
It seems difficult that with these images Macri and his team, who lived their best political moment since they came to power, manage to convince citizens that this reform favors retirees. The street is still very important in Argentina.

ARGENTINA RE-ENCOUNTERS WITH THE GHOSTS OF 2001

"From this corner to that, there is no one left, is that clear?" Ordered one of the policemen in front of the Congress. That included protesters, journalists and even deputies.Motorcycles, fire hydrants and assault cars never stopped their engines. In the face of every possible threat that a single protester would jump the strong fence arranged in parallel to the Parliament, they mobilized. The scenes lived in the center of the capital immediately returned to the ghosts of 2001, the biggest crisis in Argentina's recent history.
Petrona Miranda is 65 years old, is retired and helped by a cane, she approached the plaza. "I was choking on the anger, that's why I came, but I never imagined that this could happen. The cut affects my health because I am spending almost 4,000 pesos per month on medications. This government is to govern, not to hurt, they can not do this. They want the shrinking of the State and leave the people on the street. Now it's our turn to retirees, with what reason? We Argentines have to go out into the street, because it is our body and our pocket that is suffering, "he lamented.
An hour before the session began, an impromptu and impromptu block of Deputies that joined Kirchners with leftist parties announced in a press conference that they would not give a quorum. Then, the same leaders had to push a Gendarmerie cord to enter the building. Half an hour later, the clashes began to spread even after the session was adjourned and continued even after the sun set.
The demonstration was suppressed even when stones were not flying.Minutes after launching the gas grenades, some of them defeated, a caravan of police motorcycles left the exclusion zone to stop people, blindly, in what ended up being a real hunt. Some deputies and advisers were threatened by the troops themselves when they tried to identify the detainees. There were no official figures on arrests, but according to agencies, they were 21.
The incidents were repeated within the exclusion zone, that is, in the urban perimeter of the National Congress. Here the wounded were the opposition deputies themselves. Horacio Pietragalla and deputy Mayra Mendoza had to be assisted in the Congress offices after being gassed by police officers. They were also attacked, even with blows, Leopoldo Moreau, Juan Cabandié, Andrés Larroque and Leonardo Grosso, who in the clashes on Tuesday was bitten by a Gendarmerie dog. Matías Rodríguez, moreover, was knocked unconscious by a blow to the head.
