A 12-year-old girl was the victim of a stray bullet early on Monday in Rio de Janeiro - the 12th event of its kind in less than ten days. The child was shot in front of the house where she lives in Morro Chapadão in Costa Barros, in the North Zone of Rio. She was rescued and taken to the Hospital Albert Schwitzer, in Realengo, according to the Military Police. According to the state Department of Health, the health status of the child, who entered the hospital at around 0h30, is considered stable. Luiz Fernando Bigfoot, the PMDB, elected governor in Rio de Janeiro, dedicated his victory to the 

former governor, Sergio Cabral, who was deputy governor until April. "In the most difficult 

moments, people doubted the choice he had made inside a large party that is the PMDB. I dedicate 

this victory to him," said the governor, at a press conference in a hotel Flamengo in the South Zone 

Rio.

Bigfoot thanked the voters, the militancy of the PMDB and the 18 parties that were with him in the first

round and the three who joined the coalition in the second round. He also cited Senator Romario, who

supported his candidacy.



The re-elected governor highlighted the achievements that the government Cabral brought to Rio de Janeiro. "We know he did not do everything that people expected, but public policies that are time reference in the country. Governor Cabral made the Rio was the lighthouse that country," he said.

Bigfoot applied to the Government of Rio de Janeiro in the wave of Sergio Cabral, who was deputy governor from 2007 until the beginning of April this year. In 2006, he was secretary of government in the administration of Governor Rosinha Garotinho (2003-2007), and was twice elected vice governor of Rio (in 2006 and 2010), the former governor Sergio Cabral plate. In the first round, the incumbent, won 40.57% of the votes, followed by Senator Marcelo Crivelli, with 20.26%, which got the spot in the second round after close race with Anthony Garotinho (PR) had 19 73%.
During the 20-day campaign in the second round, Bigfoot prioritized the melee with the population and sought new alliances and elected parties and political support, as the former player and elected senator Romario (PSB). In total, Bigfoot added three parties (PROS, PDT and PT B), the initial alliance of 18 parties who supported his candidacy in the first round. Promises and proposals

In his campaign, the PMDB candidate reiterated promises as the expansion of investment and construction of housing units in the State of Rio. Pezão said he wants to tackle the housing shortage expropriating land. He defended the de-bureaucratisation of the state and considered making pacts to reduce the tax burden; and defended the only ticket in transport as a revolution that allowed higher employment rate. Bigfoot also promised to take the UPP for the state of North and said he plans to increase the number of police officers opening more a contest to fill six thousand vacancies.

Ending the lack of water in the Baixada Fluminense was one of the promises of Bigfoot in several visits he made to the cities. He also assured the paving of all streets in the area and investment in Clinical Family. The expansion of micro-credit program in the slums and in communities pacification routes, the tripling of technological educational centers of the state and increasing the number of communities with Pacifying Police Units in the state, with the hiring of 11,000 more police officers, were candidate's promises during the campaign.
