Murders caused by police officers

Outnumber rogues, says Ipea

In absolute numbers, the states where the police kill the most are, in order, Sao Paulo (848 deaths), Rio de Janeiro (645 deaths) and Bahia (299).
Of the 3,320 murders committed by police in 2015 throughout the country, 53.5% were in service (a total of 1,778 deaths); About 13.7% out of service (455 deaths); And the other 1087 were not specified in the Ipea report, as some states do not disclose the detailed data.

When one considers the difference between deaths by police and robberies, Rio de Janeiro is the leading state: police killed almost five times more than thieves.


There were 645 deaths by police, compared to 133 deaths by robbery, a difference of 512 deaths. Rio does not differentiate the deaths caused by police in service and out of service in its reports.

The São Paulo index is also significant, from 848 deaths per policeman to 356 per robbery, more than double.

In most of the states analyzed, however, the number of robberies was higher than that of police deaths. Much of the national difference can be explained only by data from Rio, São Paulo, Paraná and Bahia.

In the Atlas of Violence, compiled by Ipea with data from the IBGE and the Ministry of Health, the researchers warn of the connivance of society with abusive use of police power and summary executions.

The research cites Brazil's conviction in the Inter-American Court of Human Rights (IACHR), in relation to the massacres in the favela do Alemão in 1994 and 1995, but whose result only came out in February of this year.

The country will be required to publish a report on police deaths in all states. In addition, it will have a year to ensure that such cases are investigated by a body independent of the public force involved, a judicial authority or the Public Prosecution Service.
