The government of Paraná, administered by Beto Richa (PSDB), sent on Monday (15) a new pact of fiscal measures for the Legislative Assembly, its third since re-election in 2014. The proposals were prepared by the Treasury Department . The item that most affects the state budget is the collection of companies that are large users of untreated water and mineral resources. The two items will be taxed and the government's estimate is an extra annual income of R $ 100 million.

Council of Taxpayers and Tax Appeals
It provides for the establishment of a binding precedent to reduce administrative litigation (matters already pacified by the council guide the decision of new cases); (it is favorable to the taxpayer, because the final judgment is exclusively within the scope of the CCRF, eliminating the third instance, that was the Secretary of the Treasury) and institution of the administrative deposit. Water and Mineral Resources

The water used in the industrial process and in the support areas can come from two sources, artesian wells or river catchment.
In the latter case the water must undergo adequate treatment before being used, the process begins with the pumping of the catchment site to the water treatment plant (ETA), when arriving at the station the raw water receives the dosage of barilla to pH adjustment, the dosage of aluminum sulfate, which accelerates the flocculation process, is mixed in the water in the tubing itself.

4.5. PRE-COOLING
4.5.1. This can be done through:
4.5.1.1. sprinkling of ice water;
4.5.1.2. immersion in water by continuous chillers, endless type;
4.5.1.3. air cooling (cold rooms);
4.5.1.4. other processes approved by DIPOA.
4.5.2. The renewal of water or ice water of continuous endless type coolers during work shall be constant and counterclockwise in the proportion of at least 1.5 liters per first stage and 1.0 (one) liter in the last stage.
In the system of pre-cooling by sprinkling or immersion by continuous coolers, the water used must present the standards of potability provided for in Article 62 of the RIISPOA, and it is not allowed to recirculate it.
The water temperature of the pre-cooling system by immersion shall not exceed 4 ° C.
If there are several tanks, the inflow and outflow of water used in each tank shall be adjusted so as to progressively decrease in the direction of movement of the casings, and the fresh water in the last tank is not less than:
- one (1) liter per carcase for carcasses weighing not more than 2,5 (two and a half kilograms);
- 1,5 (one half) liters per carcase, for carcases weighing between 2,5 and 2,5 kilograms;
- 2 (two) liters per carcase for carcasses weighing more than 5 (five) kilograms.
4.5.2.1. the water used to fill the tanks or stages of the chillers by immersion (4.5.1.2) for the first time shall not be included in the calculation of these quantities;
4.5.2.2. ice added to the immersion precooling system (4.5.1.2) shall be taken into account in the calculation of the quantities defined for constant water renewal in the system;
4.5.3. In pre-cooling tanks by immersion (4.5.1.2) using ethanoglycol, ammonia and / or the like, the renewal must also be continuous, under the terms of item "4.5.2" above, and with ice water;
4.5.4. The renewal water of the pre-cooling system (4.5.1.2) may be hyperchlorinated, allowing a maximum of 5 ppm of free chlorine;
4.5.5. The temperature of the resident water measured at the inlet and outlet points of the immersion pre-cooling system (4.5.1.2) shall not exceed 16 ° C and 4 ° C respectively in the first and last stage, maximum length of stay of the carcases in the first, thirty minutes.
4.5.6. Each tank of the continuous pre-cooler system by immersion shall be completely emptied, cleaned and disinfected at the end of each working period (eight hours) or, where necessary, at the judgment of the Federal Inspection;
4.5.7. The reuse of the water in the continuous precoolers by immersion may be allowed provided that it re-presents the required standards of potability, after appropriate treatment;
4.5.8. The temperature of the carcases at the end of the pre-cooling process shall be equal to or less than 7 ° C. The temperature of 10 ° C is tolerated for carcases intended for immediate freezing;
4.5.9. The kids should be pre-cooled in continuous coolers, by immersion, endless type, obeying the maximum temperature of 4ºC and constant renewal of the water, in the direction opposite to the movements thereof, in the minimum proportion of 1.5 (one and a half ) liters per kilogram;
4.5.10. When the injection of air into the pre-cooling tanks by immersion (4.5.1.2) is used for the purpose of water movement (bubbling), it must be previously filtered;
4.5.11. The precooling system for continuous immersion coolers (4.5.1.2) shall be equipped with measuring equipment to enable constant control and recording:
4.5.11.1. of the water temperature of the tank, at the points of entry and exit of the casings (thermometer);
4.5.11.2. of the volume of water renewed in the first and last stage of the system (hydrometer or similar).
4.6. DRIP
Intended for the draining of the water from the casing resulting from the pre-cooling operation. At the end of this phase, the water absorption in poultry carcasses subjected to pre-cooling by immersion should not exceed 8% of their weights.
Dripping should be performed immediately after precooling with the carcasses suspended by the wings or neck, in stainless steel equipment, with a drip water collector, suspended and arranged along the conveyor.
Differentiated technological processes that allow the draining of excess water in the poultry carcasses resulting from the pre-cooling operation by immersion in water may be authorized, provided they are approved by DIPOA.
ITCMD
Notaries and Vowels of Jucepar cease to be jointly and severally liable for the payment of the Tax on the Transmission of Cause Mortis and Donations of any property or rights (ITCMD) and are subject to a fine of R $ 5 thousand in case they promote any act without being verified in advance the payment of the tax. Judicial fee
Exempt the state of Paraná and its municipalities, the State Public Defender's Office and the Public Prosecutor's Office of the state of Paraná from the judicial fees and charges levied by the Court of Justice of Paraná in the cases in which the state is a party, to avoid using resources to perform a payment for himself.
Active debt
The minimum limit for the filing of lawsuits for recovery of the outstanding debt is R $ 15 thousand, to R $ 35 thousand. Smaller amounts will be charged in other ways, like protest, for example. The measure allows prosecutors to focus on more relevant causes.
State Control Board
It establishes the CCEE, a collegiate body of advisory and normative character, with the attribution of advising the Governor in establishing guidelines, monitoring activities and evaluating the performance of public companies, mixed economy companies and state public foundations. The CCEE will authorize the capital increase of public companies, mixed capital companies and their subsidiaries, as long as there is no financial resources from the State Treasury, and also deliberate on corporate, financial, economic, accounting, human resources, social security, public companies, joint stock companies and their subsidiaries. It exempts the legislative authorization for the sale of real estate of public companies and joint-stock companies not dependent. The requirement for direct administration is maintained, autarchic and foundational entities and dependent public companies. PRSEC
Defines that the Companhia Paranaense de Securitização will not have an effective staff because it is a special purpose company.
Credit Operation
Authorizes Paraná to contract credit with Banco do Brasil in the amount of R $ 150 million.
