CONCLUSIVE REPORT OF THE 'QUADRILHÃO' QUESTION OF THE PMDB OF THE CAMERA SUBMITTED TO THE SUPREME MUST EMBASAR SECOND REFUSAL OF JANOT AGAINST PRESIDENT
The Federal Police's conclusive report on the so-called PMDB's "quadrillion" of the Chamber indicated that President Michel Temer received R $ 31.5 million in benefits for participating in the criminal organization formed by politicians, who worked in Petrobrás and in the federal administration. The conclusions of the police, to which the State had access, were sent today to the Federal Supreme Court (STF). The investigation report, which began in 2015, was awaited by Attorney General Rodrigo Janot to finalize the second complaint against President Michel Temer.
To conclude that there is evidence of the formation of a criminal organization, the Federal Police considered in the report that the investigated peemedebistas have power over the other members of the group and ability to distribute the money obtained through illegal practices such as active and passive corruption, money laundering , fraud in bidding and evasion of foreign exchange.
They were indicated by the PF as names that participated in the criminal organization, by the branch of the PMDB of the Chamber: President Michel Temer, former presidents of the Chamber Eduardo Cunha and Henrique Eduardo Alves; the former minister Geddel Vieira Lima; and the ministers Moreira Franco and Eliseu Padilha.
According to the PF, Temer had the power of decision of the PMDB of the Chamber to appoint people to strategic positions and also to articulate with businessmen benefited in the schemes and receive values of electoral donations. For the federal police, the president counts on third parties to act in the control of the political group. In this scenario, Ministers Moreira Franco and Padilha and former Minister Geddel would be Temer's "long manus" to obtain resources from contractors and large companies, such as JBS.
In quantifying the undue advantage that Temer would have received, the PF amounts to R $ 31.5 million, of which R $ 500 thousand is made by Rodrigo Rocha Loures, R $ 10 million from Odebrecht, R $ 20 million from the PAC SMS contract of the Board of Directors of Internacional of Petrobras and R $ 1 million delivered to Colonel João Baptista Lima Filho, personal friend of the peemedebista.
The PF also quotes the transfer of $ 5.4 million for the campaign of Gabriel Chalita, money that would have been requested by Temer. In the case involving the Chalita campaign, however, the president is not quoted the sender of the values. The researchers also point out that there were official donations and box-two for Paulo Skaf in 2014, after the candidate was sponsored by Temer for a campaign to the São Paulo government.
The investigation showed, in the understanding of the PF, that in the hierarchical organization of the PMDB of the Temer Chamber would be a similar figure to Eduardo Cunha. For the investigators, while Cunha developed the obscure part of the negotiations, Temer had as function to officialize the acts practiced by the former deputy currently imprisoned in Curitiba.
The conclusion of the work of the Federal Police will allow Janot to finalize the second complaint against President Michel Temer. The prosecutor-general intends to send this week - the last of his term at the head of the Attorney General's Office - a complaint against Temer for forming a criminal organization. In August, Minister Edson Fachin, Lava Jato's rapporteur, rejected Janot's request to include Temer's name in the Chamber's PMDB "quadrillion" investigation. The minister, however, allowed for sharing of information from the two inquiries. The PF points out in the report that with this it was possible to extend the subject of the investigation and that it was authorized by the minister to include Temer in the investigation.

President Michel Temer and the ministers Moreira Franco (General Secretariat of the Presidency) and Eliseu Padilha (Civil House) on Monday rebutted the findings of the Federal Police in an investigation known as the "quadrillion" of the PMDB of the Chamber of Deputies. According to the final report of the PF, there is evidence of corruption by Temer, Moreira and Padilha.
The document was forwarded to the Federal Supreme Court and could support a new complaint from the Attorney General's Office against Temer.
The president said that he "did not participate and does not participate in any gang" and that "he regrets inappropriate insinuations in order to try to denigrate his honor and public image". Moreira Franco said that he "repudiates the suspicion" raised by the PF and that "never participated in any group to practice illicit". Eliseu Padilha would not speak.
