O jornalista Tereza Cruvinel escreveu na terça-feira (26) sobre uma possível retomada do tratado de concessão da base militar de Alcântara, no Maranhão. De acordo com o relatório, a entrega do espaçoporto para os Estados Unidos seria uma iniciativa do ministro interino dos Negócios Estrangeiros, José Serra. Ele estava reunido com o embaixador do Brasil em Washington, Sergio Amaral, para retomar a negociação.

Não há informações sobre datas ou prazos, mas o cenário é consistente com a atitude submissa de Serra. Desde que assumiu a pasta, o novo chefe do Ministério das Relações Exteriores reverteu decisões auto-afirmação das três últimas administrações, incluindo a coordenação com os BRICS e a promoção de políticas Sul-Sul.

Segundo o relatório, o arrendamento Alcantara iria "amplos poderes" para os norte-americanos, incluindo a realização de actividades aeroespaciais em sigilo. A escolha do Amaral para a condução do processo não seria em vão: em suas muitas posições durante o governo FHC, ele foi um dos principais parceiros do presidente do PSDB pela comunidade internacional, a construção do caráter submisso que caracterizou a diplomacia sob o PSDB.Em 2000, o acordo, ele foi o relator da matéria na Comissão de Relações Exteriores e Defesa Nacional, e de lá vieram os termos que iria entregar Alcântara para os americanos até 2002. Com as revelações de espionagem americanos sobre a presidente Dilma Rousseff, em 2013, a teoria sabotagem ganhou nova força entre os analistas.Se há de fato a reactivação do acordo, será impossível ignorar a possibilidade de interferência dos EUA em Alcantara.
