Cuba leaves the program More Doctors in Brazil after statements of Bolsonaro

SANTO DOMINGO.- The Cuban government said on Wednesday it was withdrawing from the program "  More Doctors  in Brazil" after "threatening and derogatory" statements by President-elect  Jair Bolsonaro  (PSL), who announced "unacceptable" changes in the project. The Más Doctores program has 18,240 professionals - 8,332 Cubans, according to the Brazilian government. According to Cuba, its doctors work in 4,058 municipalities, covering 73% of Brazilian cities.
The agreement with the Cuban government is made between Brazil and the Pan American Health Organization (PAHO). "Faced with this regrettable reality, the Ministry of Public Health  (Minesp)  of Cuba has decided not to continue participating in the Más Docs program and thus communicated the director of the Pan American Health Organization (PAHO) and the Brazilian political leaders who founded and defended this initiative, "the Cuban government announced in a statement.
After announcing Cuba's exit from the program, Bolsonaro said via Twitter that conditions the program's continuity "to the application of capacity test, full salary to Cuban professionals, nowadays mostly destined to the dictatorship, and the freedom to bring their families" "unfortunately, Cuba did not accept".

The future Minister of the Office of Institutional Security (GSI), General Augusto Heleno, said that the subject will be discussed between Bolsonaro and the future Minister of Health, who added not knowing who it is. "This is not my area. The president will certainly talk it over with the Health Minister and he will stand on behalf of the government," he said.
Cuba  made the decision to request the return of the more than 8,000 Cuban doctors who work in Brazil today after Bolsonaro questioned the preparation of the specialists and conditioned the permanence in the program "to the revalidation of the diploma", besides having imposed "as a unique way to individual contracting ".
"It is not acceptable to question the dignity, professionalism and altruism of Cuban collaborators who, with the support of their families, currently provide services in 67 countries," the government said.

We conditioned to the continuity of the More Doctors program the application of capacity test, full salary to the Cuban professionals, nowadays most destined to the dictatorship, and the freedom to bring their families. Unfortunately, Cuba did not accept it.

We conditioned to the continuity of the More Doctors program the application of capacity test, full salary to the Cuban professionals, nowadays most destined to the dictatorship, and the freedom to bring their families. Unfortunately, Cuba did not accept it.
In addition to exploiting its citizens by not fully paying the salaries of professionals, the Cuban dictatorship shows great irresponsibility in disregarding the negative impacts on the life and health of Brazilians and the integrity of Cubans.

"The announced changes impose unacceptable conditions and violate the guarantees agreed upon since the beginning of the program, which were ratified in 2016 with the renegotiation of cooperation between the Pan American Health Organization and the Brazilian Ministry of Health and between the Pan Organization -American Health and the Ministry of Public Health of Cuba. These inadmissible conditions make it impossible to maintain the presence of Cuban professionals in the program, "the Ministry of Health said in a statement.
According to the Cuban government, in five years of work on the Brazilian program, about 20 thousand doctors attended 113.539 million patients in more than 3.6 thousand municipalities. "More than 700 counties have had a doctor for the first time in history," the government said. Cuba announced that it would maintain the program after the impeachment of the former PT president, despite considering the departure a "coup."
The Cuban Ministry of Health also says that "the Brazilian people will understand who is responsible for our doctors can not continue to provide solidarity in the country."
In a statement, Opas reported that Cuba has informed the agency of the decision not to continue participating in Mais Doctores. Opas, in turn, communicated the decision to the Brazilian Ministry of Health. "We should have more details in the next few days. Once we have them, we will release them," the international body said.

Ministry of Health says it will open immediately public notice of replacement

In a statement, the Ministry of Health said that as an immediate initiative against the decision of the Cuban government, will open in the next few days a call notice for doctors who want to fill vacancies that will be left by Cuban professionals. According to the organ, the priority convocation of the Brazilian candidates trained in Brazil followed by Brazilians trained abroad will be respected. "The ministry did not inform the number of vacancies that will be opened in the call.
Another alternative studied by the portfolio to replace the 8,300 Cubans is to negotiate some kind of participation with doctors formed by the Student Financing Program (Fies). The terms of the negotiation have not yet been defined.
The ministry said it was informed on Wednesday morning by Opas about Cuba's exit from the program. The agency noted that "it is adopting all the measures to guarantee the assistance of the Brazilians assisted by the teams of the Family Health that count on professionals of Cuba".
