“He's breaking my hand”, shouts a woman attacked by the Military Police during an approach in Curitiba
At dawn this Saturday (23), in the Industrial City of Curitiba (CIC), a woman was attacked during procedures of the Integrated Action of Urban Inspection (Aifu). The case took place during an approach by the Military Police, on Rua Raul Pompéia, for inspection and combat of agglomerations, and was filmed by people present at the site.
The confusion began after the closure of a hamburger shop in the region, due to non-compliance with sanitary norms established for the control of the covid-19 pandemic in Curitiba. The police approached a young man in contempt. He would be delivery of the establishment, according to the PM. In a video, taken by the owner of the cafeteria, images show the man being dragged and thrown on the ground during the approach. At that moment, the woman complains to the PMs and seems to be attacked.
“You guys crossed the line! Ridiculous”, exclaims Estephany Rodrigues, while recording the scene. However, when approaching the police, the woman has her cell phone dropped on the floor. During the discussion, Estephany is also knocked down and the aggressions begin.
Immobilized, the video shows the woman being hit in the face and the policeman's knee on her face. With screams and crying, Stephany signaled the violence: “He's breaking my hand”. In another video, posted on social media, Estephany appears at the hospital, with bleeds on her face.
According to the captain of the Military Police and coordinator of Aifu, Ronaldo Carlos Goulart, who appears in the recordings, the force used was necessary. “The question is the way she was behaving. A person who is totally unbalanced, upset, reacting, he needs the force to be made to contain, and the force is made as necessary”, he told the newspaper Meio Dia Paraná, of the RPC.
Also according to the captain, who defines how much force will be exerted for containment is the person who is reacting, regardless of whether it is a man or a woman. “From the moment he reacts to prison, which disrespects, disrespects, debates, which is in a totally upset position, he will need the use of force. And, in this case, it turns out that it was the necessary force to contain the action”, he added.
Estephany's defense, in a note, deemed the action excessive. Attorney Igor José Ogar, who defends the victim, said that the action of some military police, especially the PM who used an object to hit the girl in the face, "was a cowardly and totally disproportionate action."
In a statement, the defense defended that the PMs who participated in the action should be "removed from the streets and functions immediately". And that he will seek the reprimand of all bad police officers, “a minority that shames the class of heroes”, says the text.

When contacted, the Military Police issued a note stating that the police action took place on Rua Raul Pompeia (which is known for its large agglomerations, drug use and disturbance), due to the numerous complaints and calls for disturbance of the peace and tranquility made by residents of that street for some time. “Many of these complaints have even been aired by the press in recent weeks. The Operation from Friday (22) to Saturday resulted in 14 referrals, illegal vehicles collected, dispersal of dozens of people, fines for illegal establishments and vehicles and, above all, more peace of mind for the good population residing in that region”, says the text of the PM.
Also according to the note, the PM will investigate the circumstances of the “isolated” fact mentioned in the report. "However, it is noteworthy that, as stated in the police report, the military police officer was attacked and, therefore, he had to use gradual force to contain the woman, who even tried to prevent the referral of another person during the police action" , says the PM.
According to the PM, inspection actions should continue. And the police asks “those who felt offended by the police action to contact the Military Police Internal Affairs, an official channel for recording information involving military police, to formalize the report and take whatever information they have to investigate the fact. If the person prefers, he/she can go to any Military Police headquarters for this”, the note ends.
