The Public Prosecutor's Office (MP) has recommended that governor Beto Richa (PSDB) be excluded from the process that investigates the use of box 2 in the campaign for the city hall of Curitiba in 2008, when he re-elected. Richa's lawyers said it no longer made sense for him to continue in the suit, as the only possible penalty would be the loss of mayor's term. As Richa resigned last year to run for the state government election, there would be no possible punishment if Box 2 is eventually proven in the campaign.
The opinion of the prosecutor's office, signed by prosecutor Margareth Mary Pansolin Ferreira, was sent to Judge Fabiana Silveira Karam last Friday, according to the Superior Electoral Court (TSE). The judge has not yet ruled on the MP's opinion.

The lawsuit was initiated at the request of five opposition parties to Richa and has been in court since 2009. Should the judge decide to abide by the prosecutor's recommendation, the lawsuit continues to be accused of the current mayor of Curitiba, Luciano Ducci (PSB), who was vice on the plate of Richa and took the post in April 2010, with the resignation of Beto. If found guilty, Ducci may have his term revoked.
The charges relate to spending the Richa and Ducci campaign by the Loyalty Committee. These expenses were not recorded in the official campaign accounts presented to the Electoral Court, which would characterize box 2. The Loyalty Committee was formed by PRTB dissidents, who decided to abandon the campaign of the then candidate Fabio Camargo (PTB) to support Richa.
PMDB, PDT, PSC, PCdoB and PT lawyers filed a lawsuit after a video came out showing the head of the committee, Alexandre Gardolinski, handing out money to the PRTB dissidents, who had given up bidding for a Chamber to participate in the Richa campaign. Opposition parties claim that the PSDB committed an electoral crime by failing to account for the expenses incurred by the committee.
The defense of Richa and Ducci claims that the suit should not thrive because it would have started outside the deadline required by law. The lawsuit was filed in June 2009 but, according to the defense, Brazilian law gives a maximum period of 180 days for complaints of use of cash. Since the election occurred in October, the deadline would have ended in April.
The dispute over the deadline, however, has not yet been accepted by the courts. The PSDB lost in the TSE the resource that tried to prevent the continuity of the process. The matter was tried in April, but the party still hopes to reverse the situation.

Paraná State Finance Secretary Luiz Carlos Hauly said on Tuesday (28), at the Legislative Assembly of Paraná (Alep), that the state government will have to spend less and reallocate resources to the payroll to honor the readjustment of 6.49% in the salary of the servers, in a single quota. 

Initially, the salary readjustment for the state functionaries would be granted in two installments. The installment was approved in the first discussion, however, in the face of server dissatisfaction and some protests, the bill was withdrawn from the agenda, postponing the second vote until the governor returned from his official trip to Croatia, Russia and France. There were even requests from the allied base for the readjustment to be paid in full.
Hauly said he even advised Governor Beto Richa (PSDB) to keep the adjustment in two installments. "It's our problem, from the government, with the Secretariat of Planning, the Treasury and the Attorney General's Office." 

The secretary went to the state legislature to officially present the balance of the accounts of the Government of Paraná in the first four months of this year. After the presentation of the numbers, the secretary was seated by the deputies. Despite announcing that the collection of taxes in Paraná grew 13.79% , when compared to the same period of 2012, Hauly said that management is going through a delicate time. However, he denies that the cash is in deficit. "We have financial difficulty. We have no budget deficit, "he added. The secretary informed that the net revenue of the state is almost R $ 25 billion. 

"The revenue and expense for the quarter are tied. We do not have any slack. The revenue grows, God willing it grows as it grew, "he said.
The secretary again emphasized the reduction of federal transfers to Paraná and added that the state will have to adjust the budget by the end of the year to honor all commitments. "By the elaborate strategy we will honor all the commitments. Our political situation is also at risk. " 

Hauly even asked for the help of the parliamentarians. He said that he counts on the contribution of the Assembly, referring to the economy of the House in the last two years. The money, which was not spent, was returned to the state coffers. "This economy has helped to fulfill commitment," explained the secretary. 

"The water is at the limit, but we have arrived. I'm not too optimistic or moderate to optimistic. We have a great responsibility and we really need your help. It's not about Beto Richa, it is the Paraná ". 

Loans
The secretary and the deputies also spoke about loan applications that the state government sent to the federal government. According to Hauly, although Paraná's projects have not yet been authorized at the federal level, Paraná is apt to receive them. "If the loans go out excellent. Not leaving, the budget will be fulfilled. But if it does not come out, it's cowardice against Parana. "



Floor of teachers
Hauly was questioned by Deputy Professor Lemos (PT) on the national floor payment of $ 1,567.00. According to the parliamentarian, since January the state pays less than the amount stipulated by the Ministry of Education. The secretary could not answer. He said that the deputy governor and state secretary of Education, Flávio Arns (PSDB), "directs the solution of the problem".
